Rules & Regulations

Aims
The reason for the rules and regulations of the association is to guarantee that all owners, tenants or users of an apartment are able to enjoy a safe, comfortable, hygienic and harmonious living environment, and to prevent situations arising from careless and thoughtless behavior or acts of neglect by owners, tenants and users which may result in damage to persons, property and environment thereby effecting the value and reputation of the property.

Every owner, tenant or user of an apartment and their guests must accept the rules and regulations whilst living in the apartment.  It is the duty of the owner/tenant to ensure that all guests and users abide by the rules and regulations.

Section 1
The user is obliged to accept that scaffolds and the use of balconies and terraces may be required by employees engaged in the cleaning/maintenance of the outer walls, roof, frontage and windows.

Section 2
Carpets, rugs etc are not to be beaten outside the balconies or within the common areas by anyone.

Section 3

  1. The owners, tenants and users are to ensure both collectively and individually that the common area and outside areas of the building are not littered or damaged.  
  2. Newspapers, flyers and advertisements delivered to mailboxes must not be disposed of in the stair ways or halls of the apartment.  
  3. All owners tenants and users must dispose of their domestic and organic waste in the designated containers. 

Section 4
It is not allowed without the permission of the meeting to:

  1. Place bicycles, motor bicycles, scooters, prams or any other objects in the   common areas, other than those areas designated for such storage.
  2. For individuals to perform repairs or maintenance, work on the cables or  fixtures of the lighting system  in the stairwells.
  3. To perform activities or allow activities to be performed (e.g. repair work) in the common areas unless these works are extremely limited and short termed.
  4. To smoke in the common areas (Stair well, central entrance, lift or the basement floor).
  5. To clean any vehicle in the public pedestrian areas or any other areas around the building.
  6. To perform any activity (repairs of installations, vehicles, furniture etc) in the public pedestrian areas and in the areas around the building (green spaces, flower borders, walkways etc)

Section 5
The installation of sun blinds, shutters and bars are allowed providing the color and construction complies with the regulations. Copies of the regulations can be obtained from the administrator.
The installation of any name boards, advertising, signs, flags or other protruding objects are not allowed.
It is allowed to place small flower pots within the confines of your own balcony,

Section 6
It is not allowed to operate a company or to have an office of any kind, on the premises, without the permission of the committee.
It is further not allowed to place any sign, advertising, announcements or slogans in the common areas or parts without the permission of the committee.

Section 7
The use of the swimming pool is at your own risk and diving is not allowed.
Pool open hours 8.00 – 22.00. No exceptions will be made.
It is forbidden to reserve sun-beds using hand-towels or other objects.
Please not that, parents is responsible for children who cannot swim.

Section 8

  1. It is the responsibility of every owner, tenant and user to preserve the silence within the building.
  2. Drilling, hammering or producing music or other forms of loud noises are not allowed between 22.00 - 08.00.
  3. In order to prevent nuisance and ensure hygiene around the building it is forbidden to feed birds on the balconies.  In the interest of hygiene and safety it is also not allow to throwing food from the balconies for birds or other animals.
  4. You are not allowed to install or place antennas (e.g. satellite dishes) on balconies or the outer walls.

Section 9
The technical spaces and the roofs of the apartment building are only accessible to designated persons, such as maintenance staff, representatives of the committee and the administrator.

Section 10
Users must be aware of their joint responsibility for the safety and comfort of persons and objects around the apartment building.

To achieve this objective they must:

  1. Be aware of any strangers.
  2. Take notice of unusual or dangerous situations.
  3. Check that all common entrance doors are closed.
  4. Do not allow strangers to enter; this means you should not open the main entrance doors to anyone you do not know.
  5. Do not open the door to hawkers or beggars.
  6. Inform the administrator about damages and defects which occur to the common areas.

Owners, tenants and users are totally responsible for the loss of keys and for the giving of keys to any third parties. This includes the keys for the apartment, central doors and for storage areas.

Section 11
The use of the fitness room:
The equipment in the fitness room must only be used for the purpose intended.  Damages which occur due to miss-use will be charged and such charges recovered from the user.

Section 12
Sauna:
Children under the age of 16 can only use the sauna when accompanied by an adult.

Section 13
The keepers of pets will held to be responsible for any nuisance, damage or soiling caused by their pets.  Dogs must be kept on a lease at all times within the complex.  Aggressive or dangerous dogs must be muzzled.
The owner of the animal must clear up or remedy any fouling or damage in or to the building or its grounds without delay.

Section14
The stair wells must be kept clear at all times of any items which could cause obstruction in the case of an emergency.

Section 15
No person is allowed to place paintings, pictures, plants, furniture or other decorative items in the stair wells or hallways without the permission of the other residents of the said stair well.

Section 16
Internal constructional changes to any apartment can only be made if:-

  1. These changes do not affect the construction, character or structural integrity of the apartment or building.
  2. The necessary permits have been obtained from the municipality and if necessary the local council.

Any such proposed changes need to be presented to the committee in advance. The repair and maintenance of any such approved changes will be at the expense of the apartment owner.

Section 17
The meeting agrees to appoint Tomage Ltd., who is authorized to repair damage and defects in the common parts up to a level of £500.00 (five hundred pounds sterling) on each occasion where such repairs cannot be postponed. Tomage will inform the committee regarding this expenditure by telephone or e-mail on the next working day. All receipts will be issued in the name of the Home Owners Association and sent to the administrator.

Section 18
The owners are obliged to pay the yearly contribution which has been decided by the meeting. This is payable in advance after 1st January and before the 31st January each year directly to the bank account of the Home Owners Association.

Section19
 If the payment is delayed the committee will instigate collection and will hand over the claim to a collections agent. All costs resulting from this action will be recovered from the owner.

Section 20
Proposals to change the Rules and Regulations must be made in writing to the meeting by the committee or by at least three of the owners.

Section 21
The letting of an apartment is outside the authority of the Home Owners Association.  The owner is always held responsible for any damage that a tenant, guest or user may cause. Tenants need to obey the Rules and Regulations and it is the owner’s responsibility to ensure that all tenants, guest and users are aware of them. In cases of major misbehavior the committee can deny access to the persons  responsible.
